Why Apple did not give any official answer to the rejected developers?Why Phil Schiller contacted personally?

Phil Schiller (Senior Vice President of Worldwide Product Marketing,Apple) has contacted
a few bloggers/developers about those recent iPhone apps rejections.
Many noted bloggers liked this approach.

Yes, there are still problems, but the fact that someone as high up as Phil Schiller was willing to respond in depth and on the record shows that at least the complaints aren't falling on deaf ears, and that Apple really isn't happy with these inconsistencies either.

But why not clarify the problem officially?
Why personally?
Why trying to apease only publicized developers/bloggers?

Many are saying as FCC is looking into this matter thats why they are doing this.But
i think they are totally wrong. If they were doing this for FCC
then whey would have apolized (or at least an official explation) like Jeff Bezos of amazon.

So what's the reason behind these personal approaches?

There were official fans.
Now there are (very few,though) official quitters.
Those official fans were/are apples strongest marketing team (to me at least .But the truth is if you use apple product there is a huge chance you will be a part of this team).

#2 Some of the quittters were contacted by Microsoft! Microsoft is trying to get devs for their Zune platform!
#3 Suddenly press/blogsites noticed that
writing against apple also sells! Thats why they wrote more and still writing.

#4 These official quitters are powerful (atleast influential) people.They can influence others.
So this is an important matter.
So of course Apple had to handle this.
But why not officially?
If they responded officially there could have been questions about google voice app.
(There are still questions about it.)
But as phill is doing it personally,he can dodge any question he likes.
Going officially might give Apple a few disadvantages like in future they will have to respond to every (or most )rejections.

Another point might be its Apples nature.
Do something perfectly.
Not just answers.
Not just announcements.
Work.
They will solve most(if not all) of the problems regarding apps store.
And announce something officially.(Google voice won't be part of that,you can be sure of it)
But in the mean time they needed to tame those developers who were Apples one of the biggest fans/friends.
